Mr. Saad AlQahtani brings over 30 years of strategic leadership experience in human capital management, organizational excellence, and change management across the public and private sectors. At the Water Transmission Company (WTCO), he leads human capital strategy, overseeing corporate culture development and organizational transformation initiatives, as well as developing frameworks for attracting, empowering, and retaining talent and leaders. 

Throughout his career, he has held senior executive leadership positions in major financial and industrial organizations, including the Saudi Central Bank (SAMA), Saudi Electricity Company (currently Saudi Energy Company), Alinma Bank, and Riyad Bank. He has also led cultural and structural transformation initiatives across major organizations and contributed to the development of governance and human capital frameworks through his membership on Nomination, Remuneration, and Governance committees for organizations including the National Debt Management Center (NDMC), SABLE, ARASCO, and SPIMACO. 

He holds a Bachelor’s degree in Industrial Management from King Fahd University of Petroleum and Minerals (KFUPM, 1993). 

Eng. Jamaan AlZahrani has over 20 years of leadership experience in enterprise risk management, business continuity, compliance, governance, and cybersecurity across the energy, utilities, and infrastructure sectors. At the Water Transmission Company (WTCO), he leads the enterprise risk organization, developing and implementing an integrated framework to strengthen organizational resilience and business continuity. 

Throughout his career, he has held executive and operational leadership roles in prominent national and international organizations, including Acting Vice President of Risk and Compliance and Director of Enterprise Risk Management at the Saudi Electricity Company, alongside serving on the boards of subsidiary companies. His key achievements include leading a comprehensive risk transformation that advanced maturity levels to Tier 4 enterprise-wide and Tier 3 operationally, implementing a Tier 1 & Tier 2 Risk Appetite Framework, and establishing over 800 Key Risk Indicators (KRIs) for predictive decision-making—an achievement highlighted by EY as a leading industry success story. He also spearheaded a three-year compliance transformation, leveraged data analytics to promote business integrity, and integrated risk management with crisis response to ensure long-term operational resilience. 

He holds a Master’s degree in Global Finance from the University of London and a Bachelor’s degree in Industrial Engineering from King Fahd University of Petroleum and Minerals (KFUPM), alongside executive certifications from MIT, IMD, PECB, EFQM, and NEBOSH

Eng. Mohammad AlJadah possesses over 27 years of executive leadership experience in strategic planning, business development, and mega-infrastructure project management across the water, energy, mining, and oil and gas sectors. At the Water Transmission Company (WTCO), he leads the strategy and business development organization, overseeing strategic expansion, corporate business models for bulk water transmission and storage networks, and Public-Private Partnership (PPP) frameworks across the region. 

Throughout his career, he has held senior executive leadership positions, serving as Chief Executive Officer of Manafeth, Vice President of Strategy and Customer Experience at Esnad, Vice President of Project Development at Saudi Silicon, and Vice President of Power and Infrastructure at Al-Toukhi. He also held regional executive roles at global technology corporations, including General Electric and Schneider Electric, driving cross-sector growth and strategic alignments. 

He holds a Bachelor’s degree in Applied Mechanical Engineering from King Fahd University of Petroleum and Minerals (KFUPM). 

Mr. Abdulmajeed Alhassan brings over 18 years of leadership expertise in internal audit, corporate governance, and risk management across professional services and major national enterprises. At the Water Transmission Company (WTCO), he leads the internal audit organization across financial, operational, and IT domains, driving continuous audit automation and digital assurance tools in alignment with national water security goals and Saudi Vision 2030. 

Throughout his career, he has held internal audit leadership positions in major national corporations, having established his professional foundation at KPMG. He has provided strategic governance advice to boards of directors and audit committees and serves as an Audit Committee member for several public and private entities. 

He holds a Master of Business Administration (MBA) from Arkansas State University and a Bachelor’s degree from King Saud University, alongside completing advanced executive leadership programs at leading global institutions. 

Mr. Tarek Kachouri brings over 20 years of international executive leadership experience across the energy, utilities, and professional services sectors. At the Water Transmission Company (WTCO), he leads the financial operations, driving organizational transformation, enhancing operational and financial efficiencies, and steering the company's capital market readiness for its initial public offering (IPO). 

Throughout his career, he has held key executive positions, including Managing Director and Chief Financial Officer at Sawafi, as well as leading regional financial operations for Schlumberger across 27 countries in the Middle East and North Africa, following his early career foundation at PwC. His track record includes managing multi-billion-dollar corporate finance transactions, mergers and acquisitions (M&A), and international capital structures, alongside serving on various international boards of directors. 

He holds a Master’s degree in Accounting, Taxation, and Financial Management, is a Certified Public Accountant (CPA), and has completed executive leadership programs at Dartmouth College and the GCC Board Directors Institute (GCC BDI). 

Mr. Abdulaziz AlAbdulqader brings extensive executive leadership experience in corporate operations, supply chain management, industrial security and safety, and business development. As Chief Business Support Officer at the Water Transmission Company (WTCO) since February 2026, he leads the enhancement of corporate operational efficiency, the integration of procurement and contracting functions, full automation of O&M contracts, and spending optimizations that achieved over 30% reduction in procurement costs and a 35% reduction in cycle times. 

Throughout his career, he has held numerous leadership and advisory roles across major national enterprises. At WTCO, his prior executive positions include Executive Director of Industrial Security and Safety, Executive Director of Supply Chain, General Manager of Supply Chain, and General Manager of Business Development. He also held leadership roles at Saudi Aramco, SABIC, Sahara Petrochemicals, and Tamimi Group. 

He holds a Bachelor’s degree in Industrial Management (with a specialization in Industrial Marketing) awarded in 2008. 

Eng. Abdullah AlHaji brings over 25 years of leadership and technical experience in civil and architectural engineering, infrastructure development, and the management of major water projects. He leads the Engineering and Project Management Sector at the Water Transmission Company (WTCO), overseeing the achievement of the sector's strategic objectives, supporting development initiatives, and establishing a sustainable engineering framework that manages a portfolio of projects valued in the billions and recognized with multiple quality awards. He also directly oversees the delivery of major and strategically significant infrastructure projects in the water sector. 

Throughout his professional career, he has held several engineering and leadership positions, including Architect, Project Manager, and Program Director, before serving as Chief Executive Officer of the Operations and Maintenance Sector and subsequently assuming his current position. He has also played an active role among the national leaders who spearheaded the transformation of the water sector, preparing it for the transition toward privatization and the adoption of asset management best practices. 

He holds a Bachelor's degree in Civil Engineering from Umm Al-Qura University.
